[MC-264615] It takes several seconds for the absorption effect icon to display after obtaining the effect

Steps to reproduce:

Run /effect give @s minecraft:absorption 999 0
See that there is no effect icon in the top right corner or in the inventory.
Wait several seconds.
See the effect icon appear suddenly.

Expected behavior

The icon appears instantly after obtaining the effect.

Observed behavior

The icon is delayed. The amount of delay is usually between 0 and 30 seconds.

I have encountered this issue after obtaining absorption from golden apples and enchanted golden apples too, not just with the /effect command. I updated the title to reflect this.
