While raining, riptide cannot be used when standing inside of a non-full block

The player is unable to use riptide in rainy weather if they are standing inside of a non-full block, despite having sky access to rainfall.

Steps to Reproduce:

Stand inside of any 2 high non-full block (such as open trapdoors, signs, chains, etc) and try to use a riptide enchanted trident.

/give @p trident{Enchantments:[{id:riptide,lvl:3}]} 1

Observed Results:

The player cannot use riptide, despite being inside of rain

Expected Results:

The player would be able to use a riptide trident while in the rain
