[MC-265299] Bottom 2 pixels of hotbar selector are *STILL* off screen

Despite MC-67532 being listed as "resolved" and being "fixed" in 23w31a, the issue STILL persists. It was never fixed in 23w31a, 23w32a, 23w33a, 23w35a, 1.20.2-pre1, or 1.20.2-pre2

Not true, one layer was fixed, the other layer was removed.

As for that last layer being removed, see MC-265021.

lazy "fix" instead of moving the hotbar they removed the layer?

The hotbar positioning difference between editions is rather controversial, if it changes, it would not be for a bug fix.

Not exactly lazy, since drawing something that's never seen is a waste of resources.
