[MC-265382] Server Kicks for Chat message validation falure or Recived chat packet with missing or invalid signature

Players in minecraft java servers version 1.20.1 are getting kicked for the message

"Chat message validation falure"

"Recived chat packet with missing or invalid signature"

after writing something too fast in the chat

I can confirm this issue in 1.20.2

Are you on a Paper server?

I ask, as this would be invalid based off of the resolution of both MC-266925 and MC-255330 which were both due to a modified server or client.
