Useing debug stick in survival mode does nothing

This is not a bug, the debug stick's usage is limited to creative mode by design. For the hand animation, see MC-165604.

This is not a duplicate of MC-165604 as this is the stick doing nothing so this should be WAI or open as this is the stick simply doing nothing and not the stick doing nothing but showing the animation
