[MC-265681] Pumpkins not shearing

I tried to make a carved pumpkin, but nothing happens when i use shears on it.

What I expected to happen was...:
The pumpkin would have turned into a carved pumpkin

What actually happened was...:
nothing happened

Steps to Reproduce:
1. place pumpkin
2. use shears on it
3. nothing happens
