What I experience:
When I open Minecraft in any game version starting with Snapshot 23w35a and open any menu from the main menu screen, audio becomes severely broken. Any game version prior to Snapshot 23w35a does not have this issue.
This issue only appears when using 7.1 sound.
RAM does not seem to be an issue, I play with -Xmx16G and just in case tried -Xmx2G (standard), with no difference.

From the attached video, there is no preformance loss or issue from the game itself. Your music is stuttering in spotify unrelated to the game, indicating that your computer is likely running out of resources to support both the background application(s) alongside Minecraft at the same time. Using 16gb for Minecraft is not recommended, and often can lead to worse preformance results (both inside and outside the game), so I would recommend turning it down to 4gb or less.
The description says the issue occurs for you with only 2gb allocated, so could you please provide:
A video showcasing you launching the game with only "-Xmx2G", as the JVM argument(s), with 'Task Manager' open and visible to show your computer usage on the home screen of the game vs. when clicking on the settings menu. Please additionally make sure no other processes are open when launching the game, to remove any other factors (Other than recording applications like OBS of course).
