An existent hotbar.nbt is ignored upon loading the game in 23w44a.
Might be related to MC-266287
I'd suggest closing this as duplicate instead, it's caused by the same bit of code shown in that report.
Fair, I already commented over at the other bug but I wasn't sure if the file is handled by the same code.
