[MC-266365] Vertical facing dispensers can spawn entities inside blocks when using spawn eggs

Unlike the other directions, dispensers spawn mobs at the bottom of block instead of the top.

Also, can the title be updated to something like:

I won't update since spawning downward seems always to suffocate them xD
but feel free to change if mojang confirmed.
