I've been playing in my world for about 90 hours and I can't complete the "war of the worlds" achievement because the ghast, while in the portal, does not teleport to the overworld. I hope you notice my comment and can do something about it.

A few questions to clarify your scenario here:
1. Have you yourself gone through the portal first before trying to send the ghast?
The player must enter a portal before another entity to load the terrain. (See MC-151648)
2. Can you check what the entity's "PortalCooldown" data is?
This can be done by using the command "/data get entity [entity uuid]" while looking directly at the ghast (requires operator permissions)
