Number of block drops from TNT explosions is capped to 16

I noticed that when TNT destroys blocks, instead of dropping 100% of blasted blocks, it caps the blocks at exactly 16 Blocks each time.

I have tested this in an older snapshot and in the newest snapshot and it seems to be a new problem, since old snapshots do not show this behaviour.
