[MC-266651] Strongholds spawn in superflat

I think the title explains it all.

Also I only found this is 23w45a so its most likely a snapshot bug and will be fixed in 1.20.3 or 1.21, but I put it here in the bugs list just in case. Its neat though and means I can get an elytra in super flat without downgrading. 😃
