If you try to press on the Operator Items Tab in the setting and truning it on, it will not show you the Operator Utilities tab!
well, re-loging to the world has fixed the problem, and it's now showing me again this tab!

Just being in creative with that setting on doesn't cut it, you need operator permissions (/op) or have cheats enabled as well in order to see that tab.
Did you have cheats turned on? Did you perhaps open to lan with cheats off?
