Biome particles appear in fluids

The bug

Biome particles appear in fluids.

Steps to Reproduce

1. Get into the nether.

/locate biome minecraft:basalt_deltas

1. Go to basalt deltas follow /locate command.

2. Change gamemode to spectator and get into the lava.

Observed Behavior

There are biome particles appears in the lava, even no air.

Expected Behavior

There are no biome particles appear in fluids.

These things (White Ash, Spores, or other things) should not be appear in fluids, because fluid doesn't generate them.
