Can you describe the issue a little more and provide screenshots? Are you trying to break blocks in creative and its not working? Also, is the server modded that you are trying to break blocks on?

Are you an operator? Please check the server.properties file for 'spawn-protection' and see what it's set to.

If you are not an operator you can not break blocks around spawn if spawn-protection is set to something.
