[MC-267910] Minecarts show "Minecart rolls" subtitle when placed but no sound plays

The subtitle "Minecart rolls" shouldn't appear when players put a minecart on a piece of rail. Instead, it should be shown when the minecart moves.

Steps to reproduce:

Observed result:
No sound plays but a subtitle appears:

Expected result:
Either no subtitle would appear, or the minecart would make an audible sound.
