Non-transparent blocks stop Hoppers

When you place any non-transparent block beside a hopper, that is feeding items into a double chest, it will not dispense the item into the container, and will act like a locked hopper. The below picture shows the setup where if you feed items into the only hopper, the items won't go into the chest, and will stay in the hopper
