The Bug
In Minecraft 1.20.4, 1.20.2, and likely other versions, the Nether Portal is buggy while in creative mode. Observed behavior has been tested from /setblock, unsure whether the same happens with built nether portals
How to Reproduce
Enter creative mode
Do /setblock nether_portal
Enter the nether portal, exit it once in nether, and go back in
You may need to try more than once to see what happens
Likely Explanation
While in creative mode, the player is able to enter a nether portal instantly. It is possible that there is a restriction/cooldown that prevents the player from entering immediately after, and can be displayed with the previous steps.

Did not test whether this is only for /setblock, however, it occurs with the spawned nether portal in the nether
Possible occurrences (that I have found [so far]):
Works as normal, player enters portal with no trouble
Delayed entering, but otherwise normal
Displays full animation before entering
Displays full animation but does not enter
Portal doesn't work at all, neither animation nor teleporting

Tested in 1.20.4 and 1.20.2, likely happens in other versions
Tested in both third-party Lunar Client and Vanilla Minecraft, so is likely a Minecraft issue

This is not a bug as per MC-90605. Creative players used to be in an endless loop, so a small cooldown has been implemented.
Happens with end portal, too, but was unable to replicate it after testing, so maybe it doesn't actually happen with end portal and I was just imaging it.
