The new hopper changes impacted hopper minecarts as well, causing them to be unable to pick up items in this setup:
[media]In prior versions, this would be able to pick up the item. I believe that hopper minecarts being able to collect items from on top of a block above them is intended, as it is capable of doing so in both previous java versions and on bedrock.

Further details: This checks the block above the hopper minecart. If that block is solid, it wonʼt pull from the world. If you have a top slab with an item on top of it, it will pull that item; the range is not actually reduced. If an item is in range inside a solid block but the block above the hopper minecart isnʼt solid, the item will be pulled.
oman, hopper minecarts not being able to pull items through blocks breaks every contraptions that uses hopper carts, i really hope this gets reverted, otherwise hopper carts become kinda useless for redstone contraptions
