Player takes fall damage when exiting water after landing in the water after using a wind charge

If the player launches themselves off a platform that is more than 3 blocks (depends on safe_fall_distance attribute) above some water, launches themselves up with a wind charge, lands in the water, and exits the water, the next time they have any downward velocity and fall onto a block the fall damage will be inflicted according to the y level below where they launched the wind charge.

Steps to reproduce:

  1. launch yourself with a wind charge off of a surface more than fall-damage height above the water

  2. land in the water

  3. exit by jumping onto a fall damageable block (i.e. no solid block that negates fall damage like slime or powdered snow)
