[MC-268480] Wind Charges do fall damage

I made a video. I also works when you fall in water!

I thought when you use wind charges, you don't take fall damage. This clip proves me ultimately wrong. I think this a bug, but when you fall in water, then get out, you just damage. That is a bug.

Steps to reproduce:

Go up super high with a wind charge cannon.

Fall.

You take fall damage

Observed:

You take fall damage

Expected:

You don't take fall damage

A video can't replace detailed repro steps, and observed and expected result. If your ticket doesn't contain them, it will be closed as incomplete.
