[MC-268688] execute on attacker track the owner of projectiles rather themselves

The Bug

While players were hurt by projectiles, the command

execute on attacker

select the owner rather themselves

How to Reproduce

Load the datapack from attachment
Shoot upward using a bow (and switch to survival \:)

Expected Behaviour:

The arrow says hi

Observed Behaviour:

The owner of arrow says hi
