Textures of Dried Kelp and Dried Kelp block uses different color schemes.
Here is an image of their color schemes and textures:

In addition, in older versions of Bedrock Edition Dried Kelp has texture which color scheme very similar to scheme of its block form (but colors are also inconsistent):
