[MC-268906] Tools and weapons all have the same damage/attack cooldown

I was playing with the new snapshot for 1.20.5 and whilst hovering over the Netherite sword I saw it only did 4 damage which was weird and was gonna report a bug just about that, but then I hovered over everything else and it also had 4 damage
