Sorry, I just downloaded the latest version of the game and found that the bug still exists.
When the "allow destructive creature behavior" option is turned off in the game rules, villagers will be unable to pick up food and breed when entering the game, which prevents normal gameplay.

We're tracking this issue in MC-3370, so this ticket is being resolved and linked as a duplicate.
That ticket has already been resolved as working as intended, which means this is not considered a bug and won't be fixed. Please do not leave a comment on the linked ticket.
