When wolves spawn in packs, they are spread around randomly, and can spawn outside of the desired biome, resulting in having the default wolf appearance instead of the biome they attempted to spawn in.

Expected Behavior: Spotted Wolves should have spawned, since the wolves are spawned naturally from the savanna_plateau biome.
Observed Behavior: Pale Wolves (default) spawned because they spawned outside of the original biome they were spawned naturally from.
Most players would think it is bugged if they traveled far to find a savanna biome only to find default wolves...

After checking the release article, it seems like savanas aren't stated to spawn the spotted wolf. It looks like they are spawning in the savana biome and all the wolves take the same coat despite spawning over differnet biomes

I have checked the code and confirmed that savanna_plateau biomes are the only savanna biomes that spawn wolves. The spawning position for the wolves was in a savanna_plateau biome, but because these biomes border close to each other, when the wolves spawned, they spawned in the savanna biome, and thus took the coat of the savanna biome, which makes them look like normal Pale Wolves instead of spotted wolves.
