[MC-269207] Other Wolf variants dont spawn most of the time

When I spawn a wolf in a snowy biome/other biome, the default/regular wolf only spawns.

Steps to reproduce
1: Load 24w10a,
2: TP to a biome (eg: snow)
3: Spawn wolf (preferably with spawn eggs)
4: See error
