Ender pearls do not break chorus flowers, unlike snowballs, eggs, and other projectiles. This issue is related to MC-223774. Including this in the #impact_projectiles entity tag would resolve the problem.
Steps to replicate
Place down endstone
Place a chorus flower atop it
Toss an ender pearl towards the chorus flower
Observed behavior: The chorus flower remains intact.
Expected behavior: The chorus flower should break upon impact.

I think this is normal and an intended feature, the projectiles work differently as the ender pearl is for player teleport so on the split second you hit the chorus you'll land on it
