The bug
When mining an empty, fully grown berry bush with shears, it drops nothing.
Expected behaviour:
Sweet berry bush drops sweet berries when mined with shears.
Observed behaviour
The sweet berry bush drops nothing.
Steps to reproduce
Place down a sweet berry bush.
Bonemeal it until it is fully grown but with no berries on the bush.
Mine it with shears in survival mode.
❌ The sweet berry bush won’t drop anything.

Thank for clarifying the title to include glow berries, though it may still be beneficial to clarify it a bit more. I suggest:
"Empty sweet berry bush and glow berry vines do not drop respective placement items when broken with shears"
