Mobs no longer spawning when switching to normal/hard after peaceful

Hostile mobs are no longer spawning when switching from peaceful back to normal/hard mode

What I expected to happen was...:
Hostile mobs would spawn

What actually happened was...:
No hostile mobs spawned. Peaceful mobs still spawned and were able to be killed.

Steps to Reproduce:
1. Place realm in peaceful mode for whatever reason (i.e. younger sibling wanted to look at your world)
2. place realm back into normal mode via configure options

Please Use this command:“/gamerule doMobSpawning”to check this gamerule enabled

Please also check if this behaviour is exclusive to realms. I could not reproduce this.

Please record a video of this happening and attach it to this report.
If you are on Windows, you can use Windows+Alt+R to open a built-in app for recording game footage.
If you are on Mac (Mojave or later), you can use Shift+Command+5 to open a built-in app for recording your screen.
