When i'm flying (in creative mode) my cpu usage reaches 80% (task manager shows that it is minecraft)
I think chunk loading or generating may be causing this issue

Many of us experience the same issue, because you're cpu is having trouble rendering the map while flying in creative mode, but this technically isn't a bug so its invalid.

@BugTracker It is not only rendering issue (if I understand you correctly, and by "rendering" you mean drawing blocks on the screen). I didn't think about it when I opened this issue, but to prove that it is not only rendering, I ran 2 dedicated servers (vanila and modded (paper 1.20.2 but issue exists on this version too)) (not at the same time)
Results:
Vanila server: client used 15-30% of cpu, server used 30-60% (it can't use more because overall cpu usage was about 90%)
Modded server: clinent used 15-60% of cpu (that shows that redering of blocks also causes some "issues" but i think it is normal) and server used 20-30%
I don't think that it's invalid because Mojang (probably) cares about performance of the game and as you notticed, many of us experience this issue
anyway I think it is helpful

misha2play I understand, but the thing is every player encounters this problem too, that's why you see many players install optifine, forge mods, fabric mods just to make the game run smoothly and boost performance, so sometimes you have to install mods and performance boosters, and trust me this is a normal thing and happens with every minecraft player when they start a new world, you're cpu usage may increase and that's why I suggest you install resource packs and mods and most importantly you should download optifine, it will make you're game run smoothly and will help render blocks from a far distance.

MY ISSUE IS NOT A DUPLICATE OF THIS ONE THEY CLOSED IT THINKING RAM AND CPU ARE THE SAME THING

Calm down please. I reopened that report as soon as I noticed the mistake.

After 24w19a chunk loading causes much less cpu load (as stated in change log) (noticeable in spectator, but anyway it is really better), but chunk generation still uses all cpu resources

Thank you for your report!
After consideration, the issue is being closed as Invalid.
