What I expected to happen was...:
Flame extinguishing particles should not be displayed
What actually happened was...:
Displayed flame extinguishing particles
Steps to Reproduce:
Place a block that can be charged with redstone, place a lever on the side of the block, and place a redstone torch diagonally inserted on the side of the block. Pull the lever a few times, and the redstone torch will extinguish with flame extinguishing particles. At this point, you will close the lever and the block will be in an uncharged state, but the Redstone Torch will still be extinguished and will need to wait for a while to recover.
This is a long-time and intended feature; redstone torches burn out after a while and then display smoke particles.

That ticket has already been resolved as working as intended, which means this is not considered a bug and won't be fixed. Please do not leave a comment on the linked ticket.
