I think its intended that skeletonspawneggs sometimes spawn regular skeletons as a possible way to spawn them fast inside the nether (even if i would prefer 2 spawneggs), but i think its a bug that skeletons spawn NATURALLY in the nether! they are mobs
from the overworld and i think it isnt expected that they spawn at netherstrongholds instead of witherskeletons!
TO REPRODUCE:
Go to a netherstronghold and walk around a bit and look at the skeletons hiding between the witherskeletons!

Spawning regular Skeletons from spawneggs in the nether is intended, but i don't think skeletons in the nether are intended!
Regular overworld skeletons in nether fortresses is indeed an intended feature!

No bla bla, they used a skeleton to show there is a new skeleton in the nether to make wither and wither skeletons be a surprise, thats why they said
"The โsecretโ from previous snapshots is now spawnable"
"A new mob variant in the Nether"
The Skeleton is just a hint that the "new mob variant" is a subtype of a skeleton! (aka wither skeleton)
if it was expected to make regular skeletons spawn in the nether they would had said:"-Skeletons now spawn in the nether!"
