I noticed that my number of Breeze Rods never went down when I crafted Wind Charges (I had 7 and that never changed). Additionally, If I had multiple Breeze Rods, I would only be able to craft 4 Wind Charges at a time even when I shift-clicked (probably has to do with the Breeze Rod glitch).
