Fish not dropping items 1.20.6

I really am not sure if it's just me, but killing fish in the ocean manually do not drop fish, or bonemeal despite it being a 100% chance.

Do you use any data packs? If so, see MC-269887

I don't know how to reply but I had no idea I still had data packs installed on this world, I do believe this was the issue. Thank you.
