This was observed in snapshot 24w20a
Hopper chain going East or North and maybe other untested directions will jumble items.
I don't know if this is a directional issue.
Steps to Reproduce:
Place a chain of 9 hoppers going east into a crafter.
Setup a way to feed the hoppers simultaneously, like droppers looking into each hopper fed by a line of redstone.
Freeze ticks and step by step observe the items traveling through the hoppers.
Observed Results:
The items will not travel simultaneously. Their order will get jumbled up. In the crafter, the items will not be received in the order that they were placed in the droppers.
Expected Results:
The items will travel the hoppers in sequence so that they reach their destination in the order that they were set by the droppers.
Notes:
This same setup going North seemed to work at first but after reloading, the items are also jumbled, but in a different order.
I made sure to test in a single chunk.

It's very possible that they are caused by the same bug.
In the reports that you linked, they observe the inconsistency of the hopper chain by trying to evenly distribute the items by locking the hoppers.
Those people assumed that the bug was linked to the hopper being powered and depowered.
In my case, I am expecting to create the recipe in the crafter by having the correct order in the hoppers, but the items switch position. When I observe step by step, it seems the hoppers don't update simultaneously. Thus some items "wait" in a hopper instead of being pushed, and the item in the hopper behind will be pushed 2 hoppers along instead.
Having experienced this issue myself, in both a single player world, and a dedicated server multiplayer world, both in Minecraft version 1.21.1, I can say this issue is not yet resolved at all.
The issues MC-253305 and MC-110236 do NOT describe this issue either.
In the supplied screenshot, when the lower chain of hoppers all receive a SINGLE item each at the same time, you would expect the items to arrive in the crafter on the left in the same order as the hoppers, however, this "bug" results in that chain somehow feeding in a different order. For example the item in say the fifth hopper can somehow end up arriving at the crafter after the item in the seventh hopper.
I attempted to upload a save file but kept getting an error.
I have now been able to upload a save file that includes an example of a setup where this issue occurs. The setup built is configured to feed the ingredients to craft a crafter, however this issue results in them being fed out of order. To test, simply press the button at the opposite end of the demo to the crafter.
Would either MC-253305 or MC-110236 describe your issue? If not, could you attach a download of the world where you experienced this issue?
