Transparent block hitbox and breaking animation is broken in 1.21-pre2

Steps to reproduce:
-Set the graphics option to Fabulous!
-Place a translucent block on the water.
-Break the block or see its hitbox.

This bug is very noticeable in the frozen ocean biome
