In version 1.20.6, sugar cane is able to be directly right clicked into water. This seems to require no other condition except for having a block sugar cane would normally be placed on. The bug seems to be harmless otherwise (no lag or anything of that nature). Also any sugar cane placed does not disappear when relogging, or saving and quitting.
