[MC-273285] Bug with spectator and bow

When you hold an arrow on your bow, and when you switch to spectator mode, the bow remains drawn and you can shoot from it by flying up to the any victim

Can't reproduce in singleplayer. Maybe a server plugin issue?

There is not a single plugin on the server, everything is done using command blocks
