[MC-273308] No Explorer Map trades

You cannot trade for an Explorer Map from a Cartographer villager to locate Woodland Mansions, Ocean Monuments, and other significant structures.

Steps to reproduce:

Find or summon a Cartographer villager.
Ensure the villager has reached the appropriate level to offer an Explorer Map trade (Journeyman or higher).
Notice that the Explorer Map trade option is missing from the list.

Expected behavior:
Cartographer villagers at Journeyman level or higher should offer Explorer Maps as part of their trade options, allowing players to obtain maps for locating Woodland Mansions, Ocean Monuments, and other significant structures.

I was unable to reproduce this. Do you have any data packs enabled like the Villager Experiments?

Cartogrophers can only create explorer maps if the structure exist in the world. Ocean Monuments, Woodland Mansions and Trial Chambers can't spawn in Superflats which means no map can be created by the Cartographer.
