The Bug:
Hoes prioritize tilling over blocking with shields.
The fix of MC-270047 made it so that blocking with shields is now prioritized over scraping copper with axes. This introduces an inconsistency since hoes are prioritized over blocking with shields when tilling.
Steps to Reproduce:
Hold a hoe in your main hand and a shield in your off hand.
Right-click while looking at some dirt and observe which item is used.
Observed Behavior:
The action of the hoe is prioritized.
Expected Behavior:
The action of the shield would be prioritized.
