Villagers wont breed into Swamp Traders in the experimental Villager Rebalance

Bring 2 villagers from a plain village into a swamp, place 3 beds and give 12 carrots to each villager so they breed. The expected situation will be a baby swamp villager, however a generic Npc is spawned, and cannot sell a Mending book.

This bug comes from the experimental feature of Villager trades rebalance, in a world created in 1.20.6. The bundle, and 1.21, before updating, experimentations are also on

However, this issue is Invalid.

Your game, launcher or server is modified.
If you can reproduce the issue in a vanilla environment, please recreate the issue.

  • Any non-standard client/server/launcher build needs to be taken up with the appropriate team, not Mojang.

  • A world which had previously been opened with a modified client might be corrupted. Please try reproducing the issue in a newly generated world.

  • Any plugin issues need to be addressed to the creator of the plugin or resource pack.

  • If you have problems on large servers like Hypixel, please contact them first as they run modified server software.

Ive just tried this in 1.21 vanilla, and the result is the same. The biome is still the Swamp and the villager is not the one attended (screenshot provided) 

Tested in a new world generated in 1.21 vanilla with the 2 experiments toggled, and the problem is still occuring, new screenshots

The realisation of the bug is the exact same
