Ever since the 1.21 update, when flying in creative mode, lowering altitude by pressing left shift brings you all the way back down to ground level with just a single tap rather than only bringing you down for the duration of holding shift.
This causes the inability to lower your altitude only by some, as hitting shift only once brings you all the way down to the ground.
This was also tested in a brand new world and the same problem occurs.
I cannot reproduce. Do you have Sneak set to Toggle mode in Options -> Accessibility Settings?
