Summary:
Players can still use flint and steel on creepers when a player already manually ignited it, which consumes and wastes durability.
Steps to Reproduce:
1. Summon a creeper
2. Hold a flint and steel
3. Press and hold down the "use item" key (or right-click)
Observed Results:
The game will repeatedly use the flint and steel on the creeper even though it is already ignited, not changing the creeper's behavior while still consuming durability.
Expected Results:
The flint and steel should only succeed in igniting the creeper if the creeper's "ignited" tag isn't already true/"1b".
Notes:
This bug also occurs with charged creepers.
