Minecarts with Hopper get disabled if below disabled Hoppers

Minecarts with Hopper stop picking up items if they go below disabled hoppers, if the `/data get entity` command gets run on the Minecarts with Hopper while it is below a disabled hopper, it will return `Enabled: 1b`, highlighting how the behaviour is not intended and how the Minecarts with Hopper, instead of disabling normally just stops picking up items.

Expected Behaviour
The Minecart with Hopper picks up the item through the Hopper placed above it like if it was any other block.
