Minecart items desync when using them on a rail with a minecart above it

If you try to put a minecart in a minecart with the “Minecart Improvements" enabled, minecart items will appear to be deleted from your inventory and will not be placed. While the minecart not being placed is expected, the desynced item(s) is not.

Steps to Reproduce:

1. Enter survival

2. Place a rail

3. Place a minecart

4. Place another minecart on the rail

5. Place a rail next to the first rail

6. Use the hotbar slot where the second minecart used to be on the rail

Observed result:
The second minecart item disappears visually.

Expected result:
The second minecart item does not disappear visually.
