When MC-259798 was fixed, it only fixed the issue for block outlines of translucent blocks.
However the issue still persists on blocks with render type cutout (ie. glass/grass) or opaque blocks with hitboxes not matching the model (ie. lectern).
This can be seen by comparing the block outline of a translucent block with a cutout block.
Since there are no translucent blocks with a detached hitbox, I remodeled a stained glass block for this comparison:
As you can see the outline does render correctly when the block its attached to is treated as translucent.
Steps to Reproduce:
Place grass next to water
Observed results
Water is not rendered behind the block outline
Expected Results
Water would be rendered behind the block outline

This affects any blocks whose outline doesn't follow the block model. (ie. grass, lectern, chain)
I request the title and summary be changed to mine as it's more accurate and detailed.
Title: Block outlines of non-full non-translucent blocks cause translucent blocks not to render behind them in lower than "Fabulous" graphics settings.

This is fixed with “Improved Translucency” but I don’t think this issue should be marked as resolved since this could be easily fixed for when that setting is off as well.
In any case I can confirm on 26.2 and 26.3 Snap-3
The issue slightly changed to be clear. Now instead of translucent blocks not rendering behind the outline, the outline renders behind translucent blocks.
But it’s still the same issue (wrong sorting)
This issue was fixed in 26.3 Snap-5 with the fixing of MC-309566 (which was a duplicate of this report)
