powered rail isnt making minecart move when placed
What I expected to happen was...:
minecarts whold move immeditly when placed on powered rail(turn on)
What actually happened was...:
the minecart moved only after push from entity
Steps to Reproduce:
1. place powered rail and redstone torch beside them
2. place minecart
