[MC-275314] Minecarts with Hoppers do not evenly distribute items when going at high speeds

Steps to reproduce:

Set the minecartMaxSpeed gamerule to 1000
Build the setup shown in the attached video
Launch the minecart with hopper down the track
Check the chests

Observed result:
Items in chests are not evenly distributed.

Expected result:
There should be one item in each chest.

After consideration, the issue is being closed as Working as Intended.

Please note, that mechanics of the game may change between updates.
Things such as graphics, sounds, world creation, biomes, redstone, villagers, and animals may not work the same in current versions.
