Can confirm, shears, shield and flint&steel as well.

Shears, shields and flint & steel were never meant to be enchanted in the enchanting table.

Armor is covered in MC-275310, so I have edited this report to be about books only.

Books, unlike armor, do seem to have the enchantable component, but it appears to not work or work incorrectly.
